Anytime you need to measure wire speed of a network interface between two hosts you can use a utility called IPERF. This works by running server component on one host and client component on another, it displays the average speed for read and writes.
In any corporate environment it is preferred to manage all database related jobs from a centralized server. In this case, I am setting up a Windows server to schedule a job on Linux server.
The default installation of Oracle Enterprise Linux enables and disables services as required by Oracle, however to make the environment totally secure you should disable all the services that you do not need. For example if you are not using NFS then you can disable it.
